But can someone who is pro-SB 1047 explain the specific chain of causal events where they think this bill becoming law results in an actual safer world? What’s the theory?
This is specifically not what you asked but there’s also an evidential decision theory case for it
The worlds where SB 1047 passes look better from a non-causal standpoint (evidence about willingness to pass AI safety legislation at least)

My dubious synthesis based on something I read a while ago is basically: 70 IQ measured in people exposed to childhood education is fundamentally different than 70 IQ measured in people who received no or minimal education

In eg the US, virtually everyone receives primary education and so 70 IQ reflects a serious generalized cognitive deficit
Among the global south, the deficit is basically confined to abstract reasoning and people can do normal concrete cognitive tasks just fine

- RL has made it increasingly alien- they don't want to implicitly incentivize it to act human. it should be a black box, only concerned with getting the correct answer
